Rand has provided strategic counsel to several government bodies across the MENA region, notably in the UAE, Qatar, Riyadh, and Kuwait. His guidance includes formulating educational and socioeconomic reform strategies and nurturing innovation ecosystems to stimulate economic growth and generate employment opportunities. During his tenure as LinkedIn’s head of economics, Rand collaborated extensively with GCC government stakeholders, aiding labor market reform initiatives.

His contributions encompassed the establishment of foresight units for supply and demand, devising upskilling and reskilling strategies, and developing labor market indices to monitor global employment trends. Moreover, as a key member of the Brattle Group consulting practice, Rand played a pivotal role in pioneering the data analytics and government consulting arm.
